'The Big Plan’ strategy sets out the vision, ambitions, and commissioning intentions for people with learning disabilities and or Autistic people in the Borough of Blackburn with Darwen between 2020 and 2025.
The main reason for the strategy is to ensure that all members of the community can live healthy, happy, and fulfilling lives with as much autonomy and control over the options available to them as they want.

The promotion of independence is the core priority of the strategy, recognising the equal right of all persons with disabilities to live in the community, with choices equal to others, and shall take effective and appropriate measures to facilitate full enjoyment by persons with disabilities of this right and their full inclusion and participation in the community (Un.org, 2020).
